In late October, the police mobilized township governments, village committees, and neighborhood committees to harass or arrest Falun Gong practitioners. The most significant harassment happened in the towns of Panlian, Binggu, Baima, Yakou, Caochang, and Puwei.

The people were informed that they were not allowed to leave their residences to appeal to the government. Some were arrested and their homes were ransacked.
