(Minghui.org) Yang Baolin, director of the Huadian City 610 Office in Jilin Province, colluded with agents from the Jilin City 610 Office on November 6, 2013, to build an extra-legal incarceration facility, a “black prison.” The facility is actually a brainwashing center located in the Yuebei Town Welfare Center in the northeast section of Jilin City which was set up to persecute Falun Gong practitioners.
Agents from the 610 Office told local police that they did not need any legal documents to take Falun Gong practitioners to the brainwashing center.
Lights and Surveillance Cameras
Fences and a gate were built to block the stairway of the welfare center. Guards were posted. Signs on the gate say, “Jilin City Center to Stamp Out Illegal Religions” and “Jilin Province Center to Stamp Out Illegal Religions.”
A surveillance camera is installed in each room, and lights blaze all night long. Detainees are not allowed to have any contact with the outside.
Wang Honghai from the Huadian City 610 Office, Bai Yan from the Jilin City 610 Office, and Shao Ling (a collaborator) from Huadian City, are in charge of brainwashing activities.
Brainwashing Replaces Forced Labor
After the forced labor camp system was abolished, practitioners who were released from these camps were taken to different brainwashing centers, including in Huadian City. The practitioners here came from Jilin City, Yanbian City, Fuyu City, and Shulan City.
The authorities and guards at the brainwashing center order practitioners to sing songs praising the Chinese Communist Party (CCP). They threaten to send practitioners to the Jilin Province Brainwashing Center or prison if they don’t renounce their faith in Falun Dafa.
Guard Wang Haitao forced a practitioner in her sixties to kneel down and humiliated her in front of others because she refused to renounce her belief.
Yang Baolin sought rewards, and reported his achievements in forcing Falun Gong practitioners to renounce their beliefs to his supervisors.
Wang Xiaoxiang, deputy director of the Central 610 Office, along with directors of the Jilin Province and Jilin City 610 Offices, came to Huadian City in December 2013. They met to share techniques on how to force Falun Gong practitioners to give up their beliefs. After the meeting, Wang Xiaoxiang visited the Huadian Brainwashing Center.
In China, a court order is necessary to restrict someone’s personal freedom. Because the forced labor system has now been abolished, the only law that regulates administrative detention is the Public Safety Administration Punishment Law. This means that incarcerating Falun Gong practitioners for their beliefs is illegal.
